The bootmisc initialization script takes the following actions:
Creates the /etc/nologin file to prevent user login before the system startup is complete
Configures the kernel parameters via sysctl
Cuns the environment update script env-update.sh
Removes stale lock files in /var/lock
Removes stale files in /var/run
Creates /var/run/utmp to allow login
Resets pam_console permissions
Creates a /var/lock.keep file to prevent portage from removing /var/lock
Cleans up /tmp
Creates some hidden X11 related directories in /tmp with root ownership
Runs restorecon against the hidden X11 directories
Creates the post boot dmesg log
